The national railway safety authorities of Portugal (Instituto da Mobilidade e dos Transportes, I.P IMT) and Spain (Agencia Estatal de Seguridad Ferroviaria, AESF) have signed a collaboration agreement to establish a joint framework to supervise railway companies that operate in both countries.

The agreement defines the practical conditions for application of the European Regulations that develop the Directive (EU) 2016/798 of the European Parliament and of the Council of 11 May 2016 on railway safety, in relation to the common safety methods for assessing conformity with the requirements of the safety management system and for supervision to be applied by national safety authorities.
Both authorities will collaborate to incorporate a common approach in terms of supervision, in order to ensure that the safety management system applied by railway undertakings operating in Spain and Portugal covers all the relevant activities that guarantee risk management and control regarding safety, and that the common railway undertakings comply with the national safety rules in force in Spain and Portugal.
The signed agreement lays down the actions to be developed by both authorities in this field, the work procedure and the information to be exchanged during the execution of the work itself. This agreement is similar to the one already signed in October 2018 between the AESF and the French national safety authority, the EPSF.
